New York State: National Leader in Setting Safe Work Hour Limits 

 
In 1989, New York State became the first state to formally institute formal regulations on resident work hours. The “Bell Regulations” – after Dr. Bertram Bell, the chair of the committee commissioned to investigate the issue and make the initial recommendations for the statewide standards – limited the work week to 80 hours and call to no more than every third night. Still over two years away from national work hours regulations, the March 2001 issue of CIR News included a special section looking at the effect of over ten years of the Bell Regulations, and the need for national work hour limits.
